So as you may be aware, that little alert steam gives you saying that I'm in tf2 is actually me just fake idling. So far it hasn't netted me much (except for the spy hat) and one very bewildering weapon.
I have two flare guns. This is odd because the program is supposed to delete duplicates. So I fired up tf2, dropped the graphics to a level that would embarrass even the 8-bit era, and started up a new server.
This new weapon is a Level 55 Flare Gun. The regular flare gun is level 10. There is no change of description except the difference in levels. So i bit the bullet and plowed through the massive amounts of lag to use the little beauty on some bots. It was very hard to tell if there was a damage increase because of the aforementioned lag. I did notice that it gives me mini crits when I hit someone already on fire, and still does actual crits as well.
I'm very confused about this little guy. Any thoughts? Is it just some weird fluke, is valve rewarding me because i'm good with a flaregun, is this going to be a different weapon through some upcoming update?

i dont think its anything special, because i still have my normal flaregun on (i think) and it does mini crits

Got a level 0 Flare Gun myself.
As far as I can tell the levels are bugs at the moment (also I think they responded to an email asking about it and confirmed they were bugs) and also when they start adding random stats to weapons they'll have something to do with it.
