So why does the server suddenly make a clicking noise when I'm damaging someone with a weapon. Could people not see their screens?

A lot of servers are having lag issues since the last update. this noise lets you know how much you may need to adjust your aim to compensate. If you see your shots (needles, for example) going into a target, but you don't hear the noise then there is a lag problem. Adjust your aim until you get the noise. It can be annoying and unfair to the spies who thought they were safely blending in or invisible, but it is intended to be helpful until the problem is fixed by valve.

as absolutely annoying the beep is, its actually grown on me a bit. Its particularly useful for engies and pyros.

Indeed, it does have it's advantages when people decide to give it a try. You can tell if someone is still on fire, if you hit someone with engineer and with the ambassador and sniper rifle you can tell if your shot actually counted and not sit there and wonder why they didn't die.

So, it gives you an advantage that you shouldn't have?
I can agree with it helping you compensate for lag, but it shouldn't give you such a big advantage. Worried about an enemy around the corner? Shoot and explosive and listen for a buzzing noise! Not sure if that enemy is still on fire, making for an easy kill with an axtinguisher ambush? No longer a problem!
If anything, it promotes spamming by telling you "Hey! You're hitting someone with that! Keep firing!"
